Which narrows it down to R&D staff, the medical staff aboard the Darnathi ship, or even someone from an international govement that knew the Darnathi are on earth.

Wasn't the President attacked by a Darnathi, tho saved by her Labrodire? Any group within the US Government would consider that a "Clear and Present Danger" to national security, and react accordingly by making a covert, preemptive strike. Though they probly wouldn't just stick to Highbloods...

Btw, I don't recall that this virus was stated to only attack Highbloods, was it?

It would seem that this one was specifically created to target the Highbloods. Wouldn't put it past one of the not-highbloods from either of the two Darnathi ship to have come up with something intended to wipe off the highbloods, in reaction to the social upheaval in their homeworld.
