I'm pretty sure Rain is just the last of her village, with other pegasi being at other villages and on the other islands too.

Apex is conflicted. (If he was close enough to hear this.) On one hand it's a village that's been wiped out, but on the other hand that village was sacrificing children for who knows how long.

I don't think he's going to shed many tears for that village, or at least not for the leadership of that village.

Apex is also impressed that General Steele managed to sneak past an entire village of pegasi to escape with Rain.

Rain is only the last of her specific village. There are other pegusi on other islands. These just had a fairly radical tribal belief system that yes, included the sacrifice of infants to placate the gods they worshipped.
